Labour Mobility within Canada

A Mutual Recognition Agreement, created in accordance with Chapter 7 of the Agreement on Internal Trade, assists Licensed Practical Nurses from other Canadian provinces to apply for equivalency in Saskatchewan.

“Labour mobility” means that every worker certified for an occupation by a regulatory authority in any province of Canada shall, upon application, be certified by another province in Canada with no further assessment, training or experience requirements.

The exception to this in Saskatchewan is the Mandatory competencies introduced by bylaw 2009. The Mandatory competencies include:

As of December 1 2010, LPNs must complete the medications administration program or basic program equivalent

As of December 1 2012, complete or challenge the health assessment program or basic program equivalent

If you are currently registered/licensed in another Canadian province or territory and are in good standing you may need to complete or provide proof of completion of the required mandatory competencies by the dates as above. Prior to those dates you will be given a full practicing license with the expectation that you will complete the mandatory competencies by the required deadlines.

* Out of Province Applicants who are not already certified in another Canadian province or territory will be subject to the same entry to practice requirements as Saskatchewan residents.

Recognized Mandatory competency courses offered in Saskatchewan

-        PHAR 264 Administration of Medications offered by SIAST.  All Saskatchewan LPNs graduating after 1993 in Saskatchewan are deemed to have the equivalent education.

-        NURS 227 Health Assessment for LPNs offered by SIAST or they can challenge the course.  LPNs can challenge the course by contacting SIAST.  Saskatchewan LPNs graduating in 2001 and later are deemed to have the equivalent education

Steps to Licensure for out of Province applicants in Saskatchewan

1.      Complete Part A of the Verification of Registration/Licensure form and forward it for completion to the Registrar of the Regulatory organization you were last registered with.  The verification form will be returned directly by that organization to the SALPN office.

2.     Complete and return the Initial Inventory form.

3.       The following documents must also be submitted with the Initial Inventory form:

  • Certified copy of birth certificate
  • Certified copy of name change if name is different from maiden name.
  • Original Criminal Record check and Vulnerable Sector check. These are obtained directly from the RCMP or a police service.
  • Copies of any post-basic nursing certificates that you have obtained.
  • A non-refundable $60.00 application fee.  The annual licensing fee for 2010 is $400.00.  Fees may be paid with cheque, money-order, Visa or Mastercard. Send all requested documentation along with the application fee to:

Graduate Licensed Practical Nurse

Thank you for seeking licensure with the Saskatchewan Association of Licensed Practical Nurses (SALPN).

If you have graduated from the Saskatchewan Practical Nurse Education Program delivered through SIAST and have not yet passed the Canadian Practical Nurse Registration Examination (CPNRE), please submit the documentation given to you by your school of nursing.

If you have not yet passed the CPNRE and you are a recent graduate from another provincial jurisdiction, a reciprocal Graduate Practical Nurse License will be granted when:

1. the educating jurisdiction has a graduate license equivalent to the SALPN's Graduate Licensed Practical Nurse license.

2. all documents/fees pertaining to Out of Province applicants are submitted and reviewed by the SALPN.

  • Initial Inventory form
  • Verification of Registration/Licensure
  • Non-refundable $60.00 application fee and $400.00 licensure fee. Fees may be paid by cheque, money-order, Visa or Mastercard.
  • Certified copy of birth certificate
  • Certified copy of name change if appropriate
  • Original Criminal Record Check/Vulnerable Sector Check. These are obtained from the RCMP or a police service and are valid for 6 months.

Applicants granted a reciprocal Licensed Practical Nurse license must adhere to all conditions stipulated by the SALPN for Saskatchewan trained GLPNs.  See Policy 1.1.5.

As a GLPN working in Saskatchewan, you would be entitled to practice only under the direct supervision of a person licensed to practice as a licensed practical nurse, a registered nurse or a registered psychiatric nurse.  A GLPN is entitled to the following privileges of membership:

  • to attend and participate but not vote at all meetings of the Association;
  • to receive any notices and newsletters from the Association.

Returning to province

Welcome back!  Thank you for seeking licensure with the Saskatchewan Association of Licensed Practical Nurses.

In order for the registration process to proceed, the following steps must be adhered to:

  • Contact the SALPN office to have a renewal form sent to you.
  • Complete Part A of the Verification of Registration/Licensure form and forward it for completion to the Registrar of the Regulatory Organization that you were last with.  The verification form will be returned directly to the SALPN office by that Regulatory Organization.
  • Submit an original Criminal Record check and Vulnerable Sector check.
  • With your renewal form, submit a non-refundable $60.00 application fee and the $400.00 registration fee.  Fees may be paid by cheque, money-order, Visa or Mastercard.
